In December 2000, a seminar
of community housing stakeholders was held to discuss current
needs for community housing infrastructure.
The seminar aimed to clarify
three questions:
What are the necessary elements of infrastructure
and what should they achieve?
What exists now, what are the gaps and
what has been learnt from recent resourcing reviews?
What are the options for
the delivery? What are the roles of the key stakeholders?
How is infrastructure to be developed and sustained?
'Infrastructure'
refers to all functions and arrangements that support the
work of providers.
Broadly, there are three purposes for infrastructure:
To ensure that the sector (and individual
providers) is sustainable;
To ensure that it is sustainable at an
appropriate standard;
To enable the sector to change in a sustainable
way in response to new opportunities and demands.
Seminar participants
and the Forum's Policy Advisory Committee discussed the areas
of most current interest. Participants at the seminar also
discussed how best to describe a comprehensive framework
of infrastructure services and agreed on this framework or
infrastructure map.
