What is Community Housing
Financing Models for Social and Affordable Housing

In August 2002, the NCHF came together with the Australian Housing and Urban Research Institute (AHURI) to present a seminar on financing models for social and affordable housing. The seminar provided an opportunity for decision-makers from the private finance sector, government, academia, community sector and housing industry to discuss the most recent research and initiatives.

The seminar built on earlier work including: a seminar - Private Finance and Community Housing held in May 2000, on Private Finance and Community Housing; and a Finance Roundtable held in March 1998.

Since this earlier work was undertaken, on-the-ground initiatives have developed further – particularly in the context of new partnerships and affordable housing initiatives. More importantly, through the AHURI research program, a number of studies have been undertaken to evaluate the effectiveness of these efforts. This seminar was an opportunity to take stock of this work and identify actions to progress the work.

The following presentations were given:
Why social and affordable housing need private finance
Andrew Cappie-Wood, Director-General, NSW Department of Housing
Andrew Farrar, Executive Director, National Community Housing Forum
Policy options for stimulating private sector investment in affordable housing
Mike Berry, RMIT University & Jon Hall, University of Sydney

A private retail investment vehicle for the community housing sector
David Hayward, Swinburne University & Simon McKeon, Macquarie Bank

Direct institutional lending to housing associations
Neil Youren, National Australia Bank
Public-Private Partnerships
Hal Bisset, Ecumenical Community Housing & Mark Dall, Becton Development
