In July 2003, the National
Community Housing Forum held a seminar on community housing
responses to homelessness.
The seminar was prompted by
discussion at the third national homelessness conference,
beyond the
divide, held in Brisbane in April. In the opening address,
Chair of
the Australian Federation of Homelessness Organisations (AFHO), Narelle Clay,
said that the ‘challenge is to consider and develop a long term strategy
that makes action against homelessness a more fundamental aspect of our social
policy and resource allocations’.
This challenge suggests sustainable,
systemic approaches to homelessness that are supported by the policy environment. But
what does this mean for the community housing sector?
