What is Community Housing

Mapping Community Housing in Australia

This project was jointly undertaken by the NCHF and the Australian Institute for Health and Welfare (AIHW).The research involved a survey of key aspects of community housing in Australia including: the amount and distribution of community housing across the country; the kinds of organisations managing community housing; the types of properties, who has title and how they have been funded; and the groups that have access to and are housed in community housing.

For the first time, the study included organisations not funded through the CSHA. However, it did not cover crisis accommodation or Indigenous housing.

IT Scoping Study

This study was conducted to investigate the opportunities and threats for IT standards across the Australian community housing sector. It was conducted with a series of interviews with interested parties from across the sector, including providers, peak bodies and government agencies. The study looked at: provider management systems; provider financial management systems; data collection and high level reporting; and agency information technology.

The study was undertaken by Pollak Partners for the NCHF.

‘Building a Better System’ – A National Expo of Best Practice in Community Housing

Building a better system: a national Expo of best practice in community housing was held at the University of Adelaide in April 1999.

The Expo had the specific objective of identifying where community housing is pushing the boundaries across all parts of the industry. It aimed to show how various projects or organisations have taken community housing further – and most importantly – how other can replicate the results.

Following the Expo, the Building a Better System Manual was published providing summaries of the work and projects presented at the Expo.

 

Investigation of the Opportunity to Establish a Social Housing Professional Association in Australia

This project was initiated by a national meeting of public and community housing officers to discuss the development of a national framework to manage the development of training in the industry. The growing complexity facing social housing practitioners led many to the view that a professional association – similar to the Chartered Institute of Housing in the UK – may help practitioners to better face this task.

The project was divided into two parts: to research attitudes towards a professional association and desk top research leading to a draft business plan. Specifically, the project:

  Identified the potential functions and benefits of a professional body
  Identified the level of interest amongst practitioners and other stakeholders in establishing such a body.

Support for a professional association was strong. As a result, the Australasian Housing Institute (AHI) was launched in October 2001.

State of Play – a state by state description of community housing developments

State of Play was prepared by the National Community Housing Forum to provide a snapshot of the community housing system in each state and territory in Australia. The first edition covered 1997-1998. The second edition covers the period 1998-1999.

The structure for the report was drawn from the Strategic Framework for Community Housing in Australia (1999-2003).

The framework sets out the key result areas for a viable and sustainable community housing system. Each key result area contains elements you would look for in a well developed community housing system. It is these elements which are used to consider the state of play in each state and territory.

State of Play is a complementary report to the framework. It describes the community housing system at the start of the framework period and is one way of considering how the vision and priorities are made real. The report does not set out to make comparisons between states and territories as local circumstances (from geography to legislation) mean the approach differs. However it is useful to consider the developments across the community housing system nationally and to identify emerging gaps.

Financing Arrangements for Social Housing in England, the Netherlands, Denmark & Germany

 
 

This project examined a range of mechanisms for the financing of social housing in Western Europe. It was intended as a resource guide for the creative, sustainable development and expansion of community housing in Australia. The study examined a range of specific financial mechanisms including low interest loans, capital market loans, mutual guarantee funds, securitisation systems, cross subsidised developments and taxation incentives.

The research was undertaken by Andrew Larkin and Julie Lawson for the NCHF. The final report is available by order.

 

  Financing Community Housing: Options for Private Sector Involvement
 

This project was commissioned by the NCHF and undertaken by Brian Elton & Associates to assist the emerging discussion - both within the community housing sector and within government - on future financing options for community housing.

The project report reviewed and summarised the issues raised in earlier research on the use of private finance in community housing in Australia. It also sets out the differences between debt and equity finance and between various funding sources.

Since the report was published, the NCHF has held seminars on private finance and community/affordable housing to encourage further discussion and activity.

  National Costs Framework
 

The National Community Housing Cost Framework was an initiative of the NCHF. The purpose of the framework was to provide a system for gathering reliable and nationally consistent information on the management costs associated with community housing services. The project was undertaken by Spiller Gibbins Swan Pty. Ltd for the NCHF.

  National Financing Round Table
 

The Round Table - Private Investment in Community Housing - was held on 5 March, 1998 following a preliminary seminar with finance industry representatives held in Sydney on 5 February.

The aim of the round table was for government and the community housing sector to hear from the finance industry, what their requirements would be for any substantial level of investment to be made in community housing. The round table also allowed participants to develop some broad options for government and sector consideration on aspects of financing and on actions needed from government, the sector and financial markets.

The round table was an initiative of the former Commonwealth Minister for Social Security, Jocelyn Newman, arising from discussions with the community housing industry peak body, the Community Housing Federation of Australia (CHFA). The process was managed by the National Community Housing Forum in association with DSS and CHFA.

 

  Developing National Service Standards and an Accreditation Framework
 

This national project was initiated by the NCHF in 1997 to develop national standards for community housing organisations and models for accreditation. The project built on work undertaken in 1996, which developed draft best practice standards and an approach to accreditation in NSW.

Draft national standards were developed and piloted in NSW, Victoria and Queensland. The final report recommended national standards and a national framework for accreditation, with accreditation systems administered at a state level.

Following completion of the project the National Standards were endorsed by the states and territories and broadly distributed. The NCHF established a National Accreditation Council, which aims to encourage consistency in accreditation across the country.

  State of Play – a state by state description of community housing developments
 

This project was an annual stocktake of community housing development across Australia, using key result areas and milestones agreed by members in the National Community Housing Strategy 1996. These milestones were organised around the following areas: appropriate community managed services; assurance of effective tenant rights; systems to ensure tenant outcomes; program arrangements which enable effective housing management; administrative frameworks for a community housing system; capacity for effective participatory project development; support for professional management; and sector development support.
